SUMMARY OF JOB:

The City of Verona Fire Department is now accepting applications for the position of Battalion
Chief of Operations. Under the general direction of the Fire Chief, this position involves
responsible managerial and administrative work related to the development and delivery of
department operations. The employee in this position must exercise considerable judgment and
discretion in planning, developing, implementing, and evaluating departmental programs and
services. The work involves supervising employees engaged in the day-to-day operations of the
Fire Department and integrating and coordinating departmental and inter-departmental programs
and activities. This position involves considerable emphasis on review and development of
department policies and procedures.

JOB DUTIES AND RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position; however, the duties listed are not to be
construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Evaluates the work performance of subordinates and provides feedback for professional growth
and/or direction for corrective action where appropriate.
• Plans, directs, coordinates, and oversees the day-to-day operations of the Department to
establish and maintain a safe and harmonious work environment that ensures a high degree of
operational readiness at all times that maximizes the level of service provided to the community.
• Responds to fires and other calls for emergency assistance when requested and in compliance
with all department procedures and operational guidelines.
• Develops incident action plans as needed.
• Initiates the National Incident Management System and/or incident command system and serve
as the “Incident Commander” when scheduled.
• Collects information and complete necessary reports concerning Fire Department operations
and complete related administrative tasks.
• Assists and/or leads the development of policies, procedures, and standards in order to
enhance the overall operations and functions of the Fire Department and assigned program
area(s) of responsibilities.
• Develops systems and approaches to define and meet community fire service needs.
• Ensures that all Department apparatus and equipment is maintained and prepared for safe
operation and use.
• Ensures annual safety inspection of all SCBAs and maintain records pursuant to
manufacturers’ specifications.
• Assists with long-range planning efforts and develop pre-incident emergency response plans
for facilities within the City of Verona that have been determined to be a target hazard or pose a
life-safety hazard.
• Establishes, maintains, and nurtures a high degree of cooperation and trust with and between
governmental and community leaders, communities, boards, councils, commissions,
associations, entities, and allied community service providers.
• Promotes a positive atmosphere in all aspects of the Fire Department, one that helps one
another and builds a team that works together for the common goal of professionalism and a
high level of service to the people that we serve.
• Participates as a member of the management team in discussions and meetings.
• Maintain regular communication with the Fire Chief regarding the day-to-day departmental
operations.

OTHER JOB FUNCTIONS:

• Is prepared for and able to fill the role of a company officer as assigned or required.
• Assists in the development and annual review of the Department capital improvement plan.
• Represents the Fire Chief and departmental interests in a wide variety of inter-departmental
and inter-agency initiatives and activities, as assigned or required.
• Conducts long range operational plans for the Department.
• Evaluates emergency operations and critiques to determine Department training requirements.
• Other duties may be required and assigned.

 

QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

• High school diploma or GED or equivalent (possessed at time of application for employment).
• Five years of fire service experience with a minimum of two years leadership experience.
• Other combinations of training and/or experience which can be demonstrated to result in the
knowledge, skills, and abilities necessary to perform the duties of this position will also be
considered.

 

ADDITIONAL REQUIREMENTS:

• Possess and maintain a valid Driver's License during entire course of employment.
• Firefighter II (State of Wisconsin Certification or equivalent).
• Driver/Operator – Pumper (State of Wisconsin Certification or equivalent).
• Driver/Operator – Aerial (State of Wisconsin Certification or equivalent).
• Fire Inspector I (State of Wisconsin Certification or equivalent)
• Fire Instructor I (State of Wisconsin Certification or equivalent).
• Fire Instructor 2 (State of Wisconsin Certification or equivalent) desired.
• Fire Officer I (State of Wisconsin Certification or equivalent).
• Fire Officer II (State of Wisconsin Certification or equivalent) is required within the first 18
months of employment.
• Blue Card Certification desired.
• Emergency Medical Technician - Basic (State of Wisconsin Certification or NREMT). Or ability
to obtain State of Wisconsin Emergency Medical Technician-Basic License within 90 days of
employment.
• National Fire Protection Association Incident Safety Officer within the probationary period if the
class is offered.
• National Incident Management System (NIMS) up to and including ICS 400.
• Ability to climb ladders and work at considerable heights.
• Ability to operate all Department apparatus and equipment, with the exception of T-8 the 1988
Ford with manual transmission.
• Ability to work in personal protective clothing that restricts movement and vision.
• Ability to wear self-contained breathing apparatus and work in hazardous environments.
• Completion of an eighteen (18) month probationary period.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

• Thorough knowledge of firefighting methods and equipment.
• Considerable skill in conducting classroom instruction and in the usage of audio-visual aids.
• Knowledge of accepted firefighting tactics and rescue protocols.
• Knowledge of hazardous materials management strategies.
• Knowledge of NIMS and the incident command system.
• Organizational, instructional, and problem-solving skills.
• Ability to effectively communicate orally and in writing.
• Ability to effectively supervise others.
• Ability to be professional in appearance and actions.
• Ability to positively interact with the public.
• Ability to think clearly and react effectively in emergency situations.
• Ability to understand and follow oral or written instructions.
• Ability to use reason and good judgment in dealing with all kinds of people.
• Ability to maintain confidentiality of materials and information.
• Demonstrated knowledge, skill, and ability to counsel, motivate, and guide employees as
necessary, including attempting to solve issues at the lowest level.
• Demonstrated knowledge, skill, and ability to have a positive impact on the performance of
employees though positive actions as a role model, displaying a positive attitude, and leading by
example.

 

ADDITIONAL INFORMATION:

This position is non-exempt and the position will be scheduled to work a 24/48 shift schedule.
Please note the listed salary is based on 2,496 hours worked per year.

Week of January 18: Assessment Center- Assessment center will take place at the Verona Fire
Station.
Week of January 25: Chief Interviews.
